Syntax:
bgiBringWindowForward:Int(winID:Int)
Int
Brings a window to the front.
Takes winID (Int).
Returns 1, or 0 if winID is not a BGI window.
In this edition, on a Wayland desktop the compositor decides: it may
mark the window as wanting attention instead of raising it, if the user is busy
in another application.
