Syntax:
bgiCreateScrollPanel:Int(x:Int, y:Int, width:Int, height:Int, parentWin:Int)
Int
Creates a scrolling panel: controls created in it are laid out on a
surface that can be larger than the panel, and scrolled into view.
Takes x (Int), y (Int), width (Int), height (Int) and parentWin (Int). The
surface starts the size of the panel; enlarge it with
bgiSetScrollPanelVirtualSize.
Returns the panel's gizmo ID, or 0 if parent not found.
Scrollbars appear when the surface is larger than the panel. Scrolling raises
BGI_EVENT_COMMAND_UPDATE with ID BGI_EVENT_ID_SCROLLPANEL and the new scroll
position as the data.
