Syntax:
bgiGetSpinnerValue:Int(spinner:Int)
Int
Gets a spinner's value.
Takes spinner (Int).
Returns the value, or 0 if spinner is not a spinner.
In this edition a negative value is returned as it is. Windows returns
only the low 16 bits, so there -20 reads as 65516.
