Syntax:
bgiLoadGizmos:Int(filename:String)

Builds a dialog saved by the IDE's GUI designer: its window and every control in it, from the .bgi file (XML) the designer writes beside the program.
Takes filename (String). Every control type the designer offers is made except Canvas, which is not on Linux yet. Unlike the Windows edition: an empty tab control, list view or toolbar is still made; a submenu inside a submenu keeps all its items; attribute values are unescaped (& is &); and an attribute name is matched whole.
Returns the collection ID (from 1) for bgiGetGizmoHandle and bgiProcessGizmoEvents, or 0 if the file cannot be read.
