Syntax:
bgiSetRichTextReadOnly:Int(richTextBoxID:Int, readonly:Int)
Int
Sets whether the user can edit a rich text box. The program still can.
Takes richTextBoxID (Int) and readonly (Int).
Returns 1 on success, 0 if rich text box not found.
